Rules narrow down when Cash on Delivery is offered in Shopify checkout. Open Shopify Checkout → Rules. The page is headed COD visibility rules. Press Add rule to open the editor.
Rule name is required, and the help text says "For your information only, the name is not displayed anywhere." Name it after what it does, such as Hide COD over 500.
The editor has five tabs. Order details covers order subtotal, order discount and order weight. Customers covers customer tags, customer emails, order count and Hide if customer is not registered. Location covers country, province and postal codes, where you can paste a list or upload a CSV or TXT file and there is a Download sample TXT file link. Products covers products, collections and Hide if gift card is in cart. Time covers date periods, up to twenty of them.
Most conditions come as a pair, one to hide and one to show. Hide if customer is not registered and Hide if gift card is in cart are the exceptions and only hide. Every condition you switch on has to be met at the same time, on one tab or across several, so conditions narrow each other down rather than adding up. Country and province are the single exception: they are treated as alternatives, so satisfying either one satisfies that condition.
Mix the two types and a warning appears: "You are using both 'Hide' and 'Show' condition types. In this situation, 'Show' conditions always take precedence." Take it literally. Once a rule holds any Show condition, its Hide conditions are never looked at. A satisfied Show condition keeps Cash on Delivery visible, and a Show condition that is not met hides Cash on Delivery outright, which is the part merchants get wrong. Keep the two types in separate rules.
Save the rule and it appears in the list. On Free and Basic only one rule is used. The banner Rule limit says so plainly: "In Free and Basic plans you can use a maximum of 1 rule. To add more than 1 rule, upgrade to the Standard plan." Extra rules are simply ignored in checkout, with nothing to show for them.
Rules only apply while COD in Checkout is activated. If it is off, the app tells you "Rules are saved but do not apply."
Test each rule in your own checkout with a cart that matches and one that does not.
